Primary Engineering Corporation was incorporated in 2002 to provide service excellence in electrical engineering design and Design-Build to developers and utility companies in Alberta. During the first five years, Primary Engineering experienced strong and steady growth, with a team of 20 staff in Alberta. In 2006, Primary Engineering branched out to B.C. and opened their first office outside of Alberta in Kelowna, with the Victoria office opening shortly thereafter in 2010.
In 2010, Primary Engineering merged with JLT Construction Inc., forming Primary Engineering and Construction Corporation (Primary), to better serve client demand for Design-Build project solutions. By adding construction resources into Alberta, clients experienced quicker turnaround on projects.
In 2012, with BC Hydro’s Customer Build Program launch into the lower mainland, Primary opened its third B.C. office in Burnaby, B.C. Shortly after, Primary was directed to opportunities in Saskatchewan and opened its first office in Saskatoon in early 2013. Further expansion to Regina in April 2014 enabled Primary to support SaskPower’s Turnkey Program.

Land development clients find that receiving a total EPCM service is more desirable than receiving design only services. Primary partners with construction, material, and survey suppliers to offer a total turnkey alternative in the land development shallow utility market place.
With work secured with FortisAlberta, Primary hires its first designer / project manager as its first official employee hire outside the founders to support upcoming growth.
Primary begins providing design only services for ENMAX Power Corporation.
ENMAX awards planning and design services for the new Alberta Children's Hospital to Primary. Extensive planning for redundant capacity and feeder routing begin.
ENMAX awards planning and design services for voltage conversion and facility replacement in the high profile but aging overhead system in the community of Mount Royal in Calgary. Primary, along with ENMAX, begins design and public consultation work.
Experiencing an active capital upgrading schedule and high customer activity, FortisBC requests Primary to execute trial projects from the Calgary location.
Primary is now 20 employees strong.
With growing demand for design and turnkey services Primary opens their first expansion office in Kelowna.
Primary begins shallow utility design and turnkey construction services for CrossIron Mills Mall just outside of Calgary, the largest single level mall in Alberta. Completed project includes associated commercial subdivision and race track. All services were commissioned and energized in time for the Grand Opening in the Spring of 2009.
Project completed on time while successfully managing resident's high expectations for quality in area of old growth trees and matured urban landscapes.
First pilot project initiated February 2009 and energized show home in May of 2009. Based on success of the show home the subdivision sold out the same weekend.
Based on eight successful pilot projects, Primary opens a Victoria base of operations serving the development communities on Vancouver Island.
With eight years of successful partnership Primary Engineering Corporation and JLT Construction Inc. merge to form Primary Engineering and Construction Corporation. Although on a standalone basis, both the Engineering and Construction departments of Primary are successful enterprises, the Engineering and Project Management arms of Primary are well enhanced to have continuous access to professional advice and mentorship from a professional construction management team. Primary is able to ensure the build-ability of its designs and is able to offer design only, and construction only, as well as fully integrated EPCM services by combining both capabilities.
BC Hydro moves to introduce the Residential Customer Build Program to the Lower Mainland in British Columbia. Primary is prepared and announces the opening of our Burnaby Office.
Primary wins contract to pilot Turnkey projects in Saskatoon and Regina, and based on the success of those projects SaskPower, SaskEnergy and SaskTel implement the full program the following year.
Primary Opened offices in Saskatoon and Regina to serve design and turnkey clients across the province of Saskatchewan.
Primary opened its seventh design office in Edmonton, Alberta.
